Purpose
The Community for Positive Aging (CfPA) is seeking a confident, hands-on leader to oversee our Permanent Supportive Housing and Resident Services programs across multiple sites in Portland. This is a high-impact opportunity for an experienced manager who thrives in dynamic environments, leads with compassion and accountability, and is ready to take ownership of a program that directly supports housing stability, dignity, and quality of life for residents with complex needs.
This is a high-autonomy leadership role for a confident, self-directed manager who can make sound decisions in real time, lead through complexity, and take full ownership of program outcomes. The Assistant Director of PSH is expected to be a steady, visible, and reliable presence on-site, ensuring staff and residents receive consistent leadership and support.
The Assistant Director of Permanent Supportive Housing reports to the Director of Programs and works in close partnership with Executive Leadership to ensure program alignment with CfPA’s mission, values, and contractual obligations. While collaboration with leadership is essential, this role is designed for an individual who can independently manage daily operations, lead staff, and respond effectively to urgent or emergent situations without close day-to-day oversight.
This position directly supervises a PSH team including 2.0 FTE Case Managers, 1.5 FTE Resident Services Coordinators, interns, and volunteers, and is responsible for fostering a strong, accountable, and collaborative team culture. The Assistant Director may need to adjust their schedule-including early mornings, evenings, or extended hours—to ensure staff support, resident needs, and program continuity are consistently met.
Key Responsibilities
Leadership & Program Oversight
Provide strong, consistent on-site leadership for all PSH program operations across multiple sites.
Lead and support a high-performing team focused on resident stability, engagement, and housing retention.
Ensure day-to-day program operations run smoothly, effectively, and in alignment with CfPA values and expectations.
Act as the primary decision-maker for on-site operational and resident service needs, escalating only when appropriate.
Maintain a visible presence that fosters trust, accountability, and follow-through with both staff and residents.
Case Management & Resident Support
Serve as primary or backup case manager for residents as needed, building trusted, professional relationships.
Provide crisis intervention, de-escalation, and trauma-informed follow-up to support resident safety and stability.
Ensure accurate, timely documentation, case notes, and care plan compliance.
Provide coverage during staffing transitions, absences, or peak workload periods to ensure uninterrupted service delivery.
Supervision & Staff Development
Hire, train, coach, and support PSH case management and resident services staff in partnership with the Director of Programs.
Provide ongoing, hands-on supervision and performance feedback to strengthen staff capacity and accountability.
Lead weekly team meetings, partner meetings, and ongoing operational check-ins.
Monitor team performance and proactively address staffing, workflow, or service challenges.
Approve timecards, oversee payroll accuracy, and ensure adherence to agency policies and procedures.
Program Compliance & Operations
Ensure full compliance with all contract, funding, and reporting requirements.
Develop,implement, and maintain policies and procedures to ensure compliance, consistency, and effective program operations
Monitor program budget and expenditures in alignment with resident needs and program priorities.
Lead monthly invoicing processes in collaboration with the Director of Programs.
Maintain HIPAA compliance and participate in safety, risk management, and compliance meetings.
Lead or support resident surveys, reporting, and evaluation efforts to measure program impact.
Participate in resident engagement activities, meals, and community events to strengthen connection and trust.
Collaboration & Systems Integration
Partner closely with the Director of Programs to identify needs, solve problems, and strengthen program effectiveness.
Coordinate with internal departments including health navigation, food security, and emergency preparedness.
Collaborate with the Volunteer Program Manager to develop meaningful volunteer and intern engagement opportunities.
Build and maintain strong relationships with property partners and community-based organizations.
Participate in organizational initiatives and meetings to support alignment with CfPA’s strategic direction.
Organizational Representation
Serve as a visible ambassador of CfPA’s mission, values, and commitment to resident-centered care.
Model a trauma-informed, culturally responsive, strengths-based approach in all interactions.
Contribute to a culture of dignity, accountability, and compassion across the organization.
Qualifications
Required
At least 2–3 years of experience in a management or supervisory role in social services, housing, healthcare, or a related field.
Minimum of 1 years of experience providing direct social services to low-income individuals or households.
Demonstrated experience supervising staff, including performance management, coaching, and day-to-day operational oversight
Experience working with individuals experiencing housing instability, chronic health conditions, disability, aging, or poverty
Strong interpersonal, communication, and conflict-resolution skills
Experience using databases, documentation systems, and standard workplace software
Willingness to engage in ongoing learning related to equity, trauma-informed care, and culturally responsive practice
Preferred
Experience managing programs in supportive housing, homelessness services, or residential services settings
Experience working with older adults and/or historically marginalized communities
Bachelor’s degree in social work, human services, public health, or related field
